Unite Caribbean’s mission is to provide technical support for the development of a capacity development plan for key partners and/or target actors in the context of the NAP. Unite Caribbean’s expertise in climate adaptation and resilience in the region, and particularly in Haiti, allows it to position itself in support of Haiti’s national policy on climate change from a multisectoral and multidimensional perspective.

As part of its mission, Unite Caribbean was able to first identify key technical and functional gaps in the climate change units of the selected state agencies and assess the extent to which the units are aligned to fulfil their mandate. Second, the team worked to identify and assess the capacity and training of national training institutes in relation to climate change. Finally, based on the findings and recommendations of the capacity assessment, Unite Caribbean identified and developed a capacity building plan with indicators that could be implemented and monitored during the project period.

Unite Caribbean’s technical support consisted first of an inception report that included a proposed methodology, scope of work, detailed work plan, and analysis of the stakeholder engagement process. This was followed by an assessment of individual and institutional capacity, gaps, and capacity building needs. This report was followed by the definition of a capacity building training plan in partnership with technical and academic institutions and national authorities, including training activities that prioritize institutional development and cross-sectoral planning.
