Unite Caribbean’s mission on this project was to design and implement employment frameworks and a reference system for municipal jobs in order to modernise the Haitian Territorial Public Service (FPT). The aim was to build the capacity of local authorities, improve staff management and standardise practices through an approach tailored to local conditions.
To meet the needs of the project, Unite Caribbean has undertaken several key actions:
- Development of job categories: Creation of seven job categories, defining responsibilities and hierarchical levels.
- Drawing up job and training reference frameworks: Designing a detailed job reference framework and a methodology for vocational training.
- Creation of Educational Video Clips: Production of 14 video clips to illustrate the roles of the various positions within the FPT, the career process and training opportunities.
At the start of the project, the local civil service in Haiti was characterised by unorganised job management and inadequate training for staff. The mission enabled a key documentary base to be established, with preliminary draft by-laws to facilitate the legal and uniform application of employment frameworks. This base was coupled with operational tools, adapted to local needs and capacities. At the end of the project, Unite Caribbean contributed to a better structuring of careers and a standardisation of practices in the territorial administration. To ensure its sustainability and effectiveness, this database needs to be fed and improved with feedback from the field and the implementation of the proposed recommendations.
