Unite Caribbean was contracted by the United Nations Development Programme (UNDP) to conduct the final independent evaluation of the AGLDT Project (Support for Local Governance and Territorial Development). The aim of this mission was to assess the relevance, effectiveness, efficiency, sustainability and impact of the project, which supports the modernisation of local governance and the implementation of inclusive territorial public policies.
Actions of Unite Caribbean
The Unite Caribbean team designed and conducted a qualitative and participatory assessment based on DAC/OECD criteria and a multi-level triangulation approach (national, departmental and local).
Our work combined:
- * An in-depth literature review (activity reports, municipal plans, spatial planning tools);
- * More than 30 interviews with institutional representatives, local elected officials, civil society organisations and technical partners;
- * A final workshop to collectively validate the findings and recommendations.
Unite Caribbean provided technical coordination, scientific supervision and methodological quality assurance for the process, while integrating cross-cutting issues of gender, accountability and institutional sustainability.
Results (expected and achieved)
The evaluation highlighted the significant contribution of the AGLDT project to strengthening local governance and structuring territorial planning mechanisms that integrate gender equality. It also identified:
- * Significant progress in inter-institutional coordination and local administrative modernisation;
- * Good practices in female leadership in the territorial civil service;
- * Persistent challenges related to sustaining achievements in a context of political instability and limited resources.
