The Republic of Haiti is ranked 163rd out of 187 countries on the Human Development Index (HDI), making it one of the poorest countries in the world. Because of its geographical position, Haiti is also heavily affected by natural disasters and climate change. Against this backdrop, there is a real need for Haiti to benefit fully from climate change funding.
As part of the programme to support planning for preparatory activities (readiness) in Haiti, the Institut de la francophonie pour le développement durable (IFDD) is funding an institutional diagnosis of Haiti’s Designated National Authority (AND) in order to strengthen its overall management, financial and legal capacities.
For this assignment, Unite Caribbean carried out a diagnostic based on data supplied by the AND, supplemented by individual interviews, focus groups and a SWOT analysis. A list of recommendations has been drawn up based on the best practices of NDAs in the Caribbean, and an analysis of governance, particularly with regard to gender inequalities, has enabled an operational action plan to be drawn up.
