Unite Caribbean is, in collaboration with Catedel, has the mission to support institutional capacity building in Haiti to enable the country to access funding from the Green Climate Fund. This funding aims to address national climate change and development priorities in a strategic, coordinated and participatory manner. The Unite Caribbean – Catedel Consortium is a long-standing partnership that offers a comprehensive analysis of climate issues encompassing sensitivities from theory of change developed under the United Nations Framework for Sustainable Development.

Unite Caribbean is focusing initially on assessing gaps in the legislative and governance frameworks of selected ministries. In a second phase, it will support the designated national authority and associated ministries to implement the recommendations and actions identified in the gap assessment through the updating of no-objection procedures. Second, it will develop a climate finance investment tracking tool that will support the monitoring and reporting of climate finance flows. And finally, it will organise comprehensive stakeholder training on the key gaps identified.

The mission will be conducted in 3 phases:

1 – Inception Report

2 – Institutional Gap Assessment

3 – Training Workshop

The deliverables expected at the end of this project include an Institutional Gap Assessment Report, a Procedures Manual, a Governance and Management Framework Review Synthesis Report, a Climate Finance Investment Tracking Tool, and also three 3-day training workshops.
