Unite Caribbean was contracted by the Caribbean Community Centre for Climate Change (CCCCC) to support a capacity-building programme for stakeholders in five Haitian municipalities, with the aim of facilitating their access to climate finance, in particular to resources available through the Green Climate Fund (GCF).
Implemented within the framework of the GCF Readiness Programme, technically supported by the CCCCC, the consultancy entitled “Renforcer la capacité des communes en Haïti à s’adapter aux impacts du changement climatique”benefits from the expertise of the Consortium Unite Caribbean /Agriconsulting Europe S.A. (AESA). The aim is to ” improve the decentralisation of climate risk planning and [de] enhancing implementation capacity at the municipal level “. The Consortium places particular emphasis on the following four (4) elements:
- Strengthening the knowledge of local government on their vulnerability to climate change as well as on institutional mechanisms to support mitigation and adaptation measures;
- Identification of vulnerabilities to climate change and response options for the communes of Bainet, Belle-Anse, Côte-de-Fer, Jacmel and Marigot;
- Support for the implementation of climate priorities at the local level; and
- Development of four (4) concept notes for possible submission to the GCF.
To carry out this project, Unite Caribbean is working on a dozen deliverables including a needs assessment, a knowledge kit and training sessions on climate change and climate finance, the integration of a gender perspective, the development of a climate risk/disaster management plan, the development of a communication campaign, capacity building for municipalities and the development of a guide for the integration of climate change concerns
