Background

Unite Caribbean Group is a Caribbean-based International Development Organisation that specializes in driving the social, economic and environmental development across the Caribbean region.

Founded in 2017, Unite Caribbean Group offers consultancy services and project management to public organizations and private companies in areas of paramount importance for the region: Climate change, Waste and Water, Local Governance, Social sector and Economic development.

The Group is comprised of four entities working in close collaboration: Unite Caribbean SAS (Guadeloupe) and Unite Caribbean Ltd. (Saint Lucia) form the management consulting branch addressing critical development challenges of our clients, whilst Emergence Caribbean Association and Impact Caribbean Inc. are two NGOs developing long-term initiatives through grant funding.

The company’s multicultural team of 20+ in-house management consultants and grant officers – from 7 nationalities – specialize in the development of inclusive regional technical cooperation strategies and bring analytical methods to solve complex problems of sustainable development at the scale of the Caribbean basin. The Group has offices in Guadeloupe, Saint Lucia, Barbados, Haiti, Saint Martin/Sint Marteen, Dominican Republic, Trinidad and French Guiana.

Mission

Unite Caribbean is seeking a Quality Control and Backstopping Support (QCBS) Officer with at least 2 years of prior backstopping experience on donor funded projects, preferably EU/IDB/WB/AFD. The QCBS Officer will provide support on all financial, contractual and business development work associated with Unite Caribbean’s diverse and growing program portfolio. Backstopping responsibilities include supporting periodic program and financial project reporting, consultant communications and coordination, and contract management.

The position demands a capacity to work and thrive in a multicultural setting, involving French, Spanish and English speakers.

Duties & Responsibilities

1.      Business Development Support

  • Provide assistance in monitoring relevant business opportunity for Unite Caribbean. Scanning tenders’ marketplaces and analyzing call for expressions of interest, tenders and terms of references
    • Participate in the business development process of proposals, which include assisting in the compilation and inclusion of administrative information, human resources and technical components
    • Contribute to technical and financial proposals (initial research, narrative, formatting, curriculum vitae (CV), budget, etc.) within the team in charge of the tender; manages administrative requirements at contracts’ development stage; ensure quality control before proposals are submitted
    • Review guidelines for all proposals and reports to make sure all submissions are accurately formatted and include all required information, including budgets and materials

2.     Contract Management Support

  • Participate in monitoring the launch and closure of projects/missions
    • Serve as a Contract Management Officer (CMO) for a portfolio of contracts, supporting the Project Manager for a portfolio of contracts, supporting the Project Manager’s planning and reporting activities
    • As a CMO closely collaborate with the Project Manager and field team in conducting proactive financial backstopping and budget tracking. Assist with preparing external consultants’ agreements, monitoring contracts’ engagement, and ensuring high quality, timely delivery of requirements
    • Assist Project teams in quality control of deliverables
    • Ensure the compliance of the project with the clients’ contractual requirements and Unite Caribbean’s internal procedures
    • Ensure knowledge sharing and best practices capitalization

3.     Operations’ Quality Improvement

  • Assist the quality control and internal processes manager in routine quality control operations
    • Works collaboratively to develop and/or improve systems, processes, controls and procedures that improve the overall quality, efficiency and productivity of the firm and insure excellent quality of service
    • Contributes to internal transformation projects

Qualifications

Specific qualifications include:

  • Bachelor’s degree in international development, international relations, business administration, or related field;
  • At least 2 years’ experience of prior backstopping experience on donor funded activities; familiarity with EU/IDB/WB/AFD/GIZ priorities and programming is preferred;
  • Team player with a strong interpersonal and cross-cultural communication skills;
  • Strong aptitude in written correspondence and report writing, excellent presentation and oral communication skills;
  • Experience with budgeting and budget development; basic financial management skills
  • Proven analytical and organizational skills and ability to manage multiple tasks with a high degree of accuracy and attention to detail, including the ability to prioritize
  • Fluency in English is required, incl. strong writing skills, working knowledge of French or Spanish is a strong asset
  • Ability to work well independently with minimal supervision and as part of a team; work well with diverse styles and personalities.

Contract & Remuneration

  • Work Contract under French or Saint Lucian law
  • Gross Annual Salary range 27,000 € – 32,000 € based on experience, background
  • Performance bonus up to 10%
  • Duty station: Unite Caribbean office in Saint Lucia, Barbados or Guadeloupe
  • Short-term missions to Caribbean countries expected up to 30% of project activities.
  • Work Authorization: Candidate must be authorized to reside in one of the selected locations. However, visa sponsorship may be considered on a case-by-case basis.
